PRINCIPAL PROPOSALS.
TWO DRAINAGE AREAS. DISTINCT SCHEMES OF WORK. DIVERTING ORAKEI OUTFALL. NORTH SHORE REORGANISATION. A series of definite recommendations, summarising the various „ principal proposals and suggestions fully outlined in the report, has been prepared by Mr. Watkins, who states that he submits them without hesitation, well knowing the significance of their general intents and purposes. These recommendations are:— 1. That a drainage district be established'for the Auckland metropolian area, to be designated the Auckland metropolitan drainage district, comprising two areas, to be known as the southern area and northern area. 2. That an elective corporate authority be constituted under the name of the Auckland Metropolitan Drainage Board, with statutory powers to assume complete control of all the existing sewerage and stormwater drainage systems in the [ area, and to also construct, .f.-maintain and operate all future scwerage and stormwater drainage systems in the proposed drainage district. 3. That the main sewerago scheme with 'j;an outfall at Motukorea be adopted for i i the southern area of the proposed drainage district. . ?•4. That in the event of the contemplated sewerage scheme for the borough of Birkenhead being proceeded with in the . immediate future, provision should be made in the design of the scheme to provide for the ultimate diversion of the sewage How into the main sewerage system for the northern area of the proposed drainage district. 11. That a stormwater drain be installed in the upper length of Archhill dully, between the western boundary of the Newton Central schoolground and (.treat North 1 Road. , 12. Ample Provision Made. Mr. Watkins st;ilo.-> thai he has reason to believe that tlie proposals comprised ill 11 io.se rccommcndaiions are worthy of the .serious ami favourable consideration of the Drainage Hoard, and of the other local authorities interested in the proposed constitution of a metropolitan drainage district. It would lie realised that if the recommendations numbered 1 to 4 inclusive were ultimately adopted, and rendered effective hv legislative authority, a •future policy would become established with respect to the disposal of sewage, trades wastes and stonnwater throughout the Auckland .metropolitan district. The proposals made ir. the other recommendations, if proceeded with, would amply provide for the more urgent ascertained drainage requirements of the district. Mr. Watkins assured the board that the results ot his special investigations and studies had convinced him that the comprehensive scheme of drainage as recommended would afford a satisfactory solution of the problem under consideration, ' ®od that the resultant standard of sanita'n "' e district should adequately provide for the proper maintenance of the general health and well-being of the coin, jmumty.
