Mr. W. 15. Mail lows lately again contested as an independent candidate seats on tho Middlesex County Council and ,the Borough Council. For the last ten years ho has been contesting various County Council and Borough Council elections at Hornsey in cases where otherwise Municipal Reform candidates would havo been returned unopposed, thereby involving the ratepayers in the expenditure of a sum exceeding £3OOO. Last November, on the occasion of the municipal elections. Mr. Muthews contested no fewer than eight seats simultaneously',, in all cases Municipal Reform candidates would have Keen returned unopposed but for big action. A public outcry was raised at the time, and it was stated that he had involved the ratepayers in an expenditure of £3OO on that occasion. Since that date local M.P.'s and the Hornsey Borough Council have been endeavouring to have legislation introduced to prevent such a thing happening in tho future. It has'been suggested that a deI posit system similar to that in Parliament- | ary elections should, bo adopted..
