POLICY OF ECONOMY. OPENING OF PARLIAMENT. OTTAWA. Feb. 4. The fact that negotiations -between Canada and the United Stales for the completion of the St. Lawrence .canal scheme are in progress was announced in the Speech from the Throne at the opening of Parliament to-day. The Speech laid stress on the fundamental soundness of Canada, and the courage and fortitude of the people of the Dominion, in the present distressful period. It was mentioned that the opening of the Empire Economic Conference »fc Ottawa would occur on July 18. A policy of rigid economy would be followed by the Government. Mr. Arthur Meighen was elected leader of the Government in the Senate at a caucus to-day. He succeeds M r - Willoughby, who resigned owing to illhealth.
