SHANGHAI SUBURB.
CHINESE FRONT BROKEN.
INTERVENTION by powers.
JOINT TRUCE PROPOSALS
The Japanese commenced a general advance on Chapei, Shanghai, on Tuesday afternoon and heavily shelled that suburb. They met with stubborn resistance from the Chinese. Intermittent fighting continued all Tuesday night, and in an engagement in front of the north railway station both sides suffered heavy casualties. Nanking is comparatively quiet, but feverish military activities are in progress. Britain and the United States offered to mediate in the dispute, their proposals including a cessation of warfare and of preparations for hostilities; the withdrawal of the Japanese and Chinese at points of mutual contact; the establishment of a neutral zone and advances for peace negotiations. The Japanese officials at Shanghai, however, notified the Mayor that Japan could not agree to the suggested retirement of her forces from their original positions. In Manchuria the Japanese advance on Harbin has been delayed./ Tokio's Ambassador at Moscow has been informed that the Soviet may be compelled to protest if the Japanese enter Harbin City.
