STATE LOAN FOR BUILDING, COMMISSION REJECTS PLAN. TARIS, Jan. 20. Tho Finance Commission appointed by the Senate has rejected tho proposal for granting State aid to the Transatlantic Shipping Company for the completion of the giant liner He de France. A message from Paris on December 24 said tiie Chamber of Deputies, on reconsideration, adopted by 333 votes to 221 the bill granting State aid to tho Transatlantic Shipping Company, subject to a mortgage on the company's shore establishments and ships and an inquiry into the management. The sum sought by the company was £2,500.000.
