The Criterion Hotel was one of Napier's leading hotels, carrying on a large bar trade, and the shops on the ground floor, being in the busiest portion of Napier, produced a large revenue in rents. 3. The successful tenderer shall, within one year of the acceptance of the tender, erect on the site a building comprising an Hotel and Shops, and the lease will be granted upon the successful tenderer erecting the said building. 4. The lease shall bo for a term of twentyone years, commencing at the expiration of one year from the date of acceptance of the tender, or, if the Hotel Building be, erected earlier then from such earlier dat' and shall contain perpetual rights of renewal for successive terms of twenty-c le years each, tho rent for each successivo tt' .m to be decided by valuation. » 5.
