DEBATE IN THE COMMONS. MR. CHURCHILL'S INDEPENDENCE By Telegraph—Press Association—Copyright. (Received November 12, 5.5 p.m.) LONDON. Nov. 11. The debate on the Address-in-Replv in the House, of Commons was resumed to-day by Major C. R. Attlee (Labour — Stepney), formerly Postmaster-General. He protested against the "Ministerial scares" in the recent election campaign relating to the safety of the people's savings in the Post Oflice. Mr. Winston Churchill said be intended to maintain an independent attitude toward the triumvirate head of the Ministry—Messrs. Mac Donald and Baldwin and Sir Herbert Samuel. He would not withhold his advice or counsel, but would show a discriminating benevolence toward the Ministry. (Laughter.) Continuing, Mr. Churchill paid a tribute to Mr. Mac Donald for his inestimable services to the country. He stated that the Prime Minister had recently done more lhan anyone else to check the growth of Socialism, which had led the country to tho verge of catastrophe. He hoped that the Government would use every means to induce those countries which were hoarding gold to make it again serviceable. The electors had overwhelmingly decided to abandon free trade, said Mr. Churchill, and had given the Government a free hand for a. scientific experiment with protection. Though he had been a free trader all his life, ho had been forced recently to abandon that system and to recognise that protection must be given a fair change. THE FIRST DIVISION. When (ho House of Commons assembled this afternoon Mr. Baldwin, immediately after questions, introduced a motion to give precedence to Government business for the rest of the session, and the first division in the new Parliament was taken.

The motion was carried by 373 votes to 9.
