POSITION IN FEDERATION. VIEW OF SIR S. HOARE. LONDON, Serf. 25. Sir Samuel Hoare, Secretary of Stato for India, intervened in the discussions of the Federal Structure Committee of tho India Round Table Conference to say that he would regard as one of the absolute constitutional conditions of an All-India federation a sufficient representation of the princes, and their effective participation at a reasonably early date. As to percentages and the numbers of seats, and other matters, ha would rather hear tho views of others.
