OBLIGATIONS OF OFFICE. POLITICIAN'S ALLEGATION. (Received September 2!). £>.s p.m.) WASHINGTON, Sept. 28. Mr. Wright Pat man, Democrat member for Texas in the House, of Representatives, stated to-day that lie intended to institute proceedings against the Secretary of the Treasury, Mr. A. W. Mellon, as soon as the new Congress is convened in December. Tho member said he would base the proceedings on an allegation that Mr. Mellon had violated the obligations of his offico by maintaining an interest in a private business.
