APPEAL TO LEAGUE MEMBERS AVOIDING A CATASTROPHE. (Received September 29, 7.40 p.m.) GENEVA, Sept. 29. The Third Committee will submit to the .Assembly of the League of Nations to-day a draft resolution expressing tho conviction that the international crisis is due to lack of mutual confidence, and that the renewal of competition in armaments will lead to a catastrophe. The resolution contains an appeal to the adherents to the principles of peace and justice in the Covenant of the League to create a world opinion which will enable tho Disarmament Conference to achieve gradual disarmament, and it requests the participant Governments to state before. November ] whether they will accept the proposed one year's armaments truce.
