FINANCE BILL.
MEASURE IN COMMONS. SECOND READING CARRIED. British "Wireless. RUGBY, Sept. 23. The Finance Bill was read a second time in the House of Commons by 297 votes to 238. The measure was opposed for the Labour Party by Mr. F. W. Pethick-Law-rencc, formerly Financial Secretary to the Treasury, on the ground that it imposed disproportionate hardships on those least able to bear tho new taxes. Sir John Simon and other speakers in support of tho bill emphasised the need for a determined policy to keep tho Budget balanced, in view of the departure from the gold standard. The time-table passed by the House yesterday provided for a division on the second reading to-night. To-morrow and on Friday tho House of Commons will take the committco stage of the bill.
