EXTRACTS FROM THE HERALD.

The following are extracts from the New Zealand Herald of September 24, 1881: For a long time after the death of the late Tsar of Russia, Alexander 111., the present Emperor, had become a prey to nervous depression, refusing to stir from the palace unless surrounded by a formidable escort. The visit of the Duke of Edinburgh aroused him in a great measure from this morbid state. The people of St. Petersburg have been impressed by the recent drawing of the Imperial horoscope, which was flattering indeed. By an ingenious combination of figures appertaining to the death of the late Tsar and the birth of the present Emperor, it has been proved that the Tsarewitch, who is now 13 years * old, will not succeed to the throne until lie is 76. The Emperor, Alexander 111., is to die in 1944 at the age of 99. All this is enabling the Tsar to feel secure, in spite of the Nihilists and their intentions toward him. Ex-Alderman Clancy, of Ottawa, recently gave an exhibition of his flym# machine, which has wings and is worked by a crank. He managed to keep the machine in the air at an average height of 12ft. for a quarter of amile. The exhibition created much excitement. Clancy is patenting his in vention and proposes to fly across the Ottawa River.
