PROPOSAL BY AMERICANS. START FROM NEW YORK. NEW YORK. May 5. A message from Oklahoma City says Mr. F. C. Hall, an oil magnate, is the backer of a projected round-the-world flight by Messrs. Wiley Post and Harold Catty. Mr. Hall said they had been refused permission to cross Russia, but three members of the Senate, Messrs. Gore and Thomas (Oklahoma) and Mr. W. E. Borah (Idaho) were negotiating to obtain permission. The aeroplane, a highwing monoplane, has been overhauled and fitted with special instruments at a California factory, and will be ready for test flights on Saturday. The journey will start and finish at New York.
