abolition of juries. MINISTER EXPLAINS REASONS. Time? Cable. LONDON April 6. The Milan correspondent of tho limes elates that the Minister of Justice, Signor A Rocco, in a communication explaining the constitution of the new Assize Courts —ono of the most notable of Fascist re-forms-remarked that tho jury system, like all other Liberal institutions, was of English origin and therefore must be abandoned by Fascism.

Tho Minister said the jury system, whicty was introduced in 1859, had not been successful. Incompetent and inesponsible jurymen often had returned absurd verdicts. As an instance, he quoted tho 'case of a man who confessed to killing and cutting up his wife. Ho was acquitted of murder but condemned on the charge of cutting up the body. Signor liocco explained that the new Assize Courts will consist of two Judges and five Judges, or assessors.
