LONDON. March 13., The Council of "the Pyrenees Republic of Andorra has virtually declared its independence. In a manifesto it asks what right the Spanish Bishop of Urgel and the President of France, M. Doumergue, as co-Princes of tho State, have to interfere in tho domestic affairs of Andorra, including their attempted disallowance of the sweepstake organised by two Australians. >
