MOVEMENT IN PARIS. NOT BEING TAKEN SERIOUSLY. PARIS, Feb. 15. Notwithstanding the reputed chivalry of the French the feminist movement makes slow progress in Paris. Tho sight of a woman parading the boulevards today bearing a placard inscribed: "Votes for women " only amused tho onlookers. Tho woman in question is a member of an organisation which includes prominent figures in literature, on the stage and at the Bar, who are planning to refuse to pay taxes so long as they remain without the vote.
