An inadvertant reference in tho Diet by tho Japanese Foreign Minister, Baron Shidohara, to the Emperor's approval of tho London naval pact was seized upon by tho Opposition to mako virulent attacks upon tho Cabinet. They accused ifc of evading responsibility and threatened Ministers with personal violence. There followed outrageous scenes, disorderly members obstructing legislation and tho Government majority being powerless.
