LEGISLATIVE COUNCIL.
BILL FOR ABOLITION. NEW SOUTH WALES PROBLEM. SYDNEY, Dec. 5. In the Legislative Council last evening the bill to completely abolish that Chamber was read a second time. The debate was then adjourned until Tuesday. It is stated in well-informed circles that the President of the Council may eventually refuse to send the repeal and abolition bills on for the Royal assent on the ground that under the constitution he cannot do so unless the bills have first been submitted to a referendum.
A protracted legal fight i 3 expected on the validity of the Government's action to abolish the Upper House.
