COMMISSION TO ASSEMBLE.

GERMAN DELEGATE'S COMPLAINT. (Received September 25, 5.5 p.m.) GENEVA. Sept. 21. Tho next meeting of the Preparatory Commission on Disarmament was fixed by tho League of Nations Assembly to-day for November 3. Count Beriistorff (Germany) said he had taken part in the disarmament work of tho League for the past five years, and not tho slightest advance had been made. Viscount Cecil, in replying, said Count Bernstorff's view was exaggerated. It was unfair to say tho Preparatory Commission bad not prepared a basis for future disarmament.
