CANADA'S NEW DUTY.

PROTEST BY MR. FORBES.

IMPOSITION PROHIBITIVE. MOPES OF AN ADJUSTMENT. By Telegraph—Press Association—Copyright. OTTAWA, Sept. 17. The Prime Minister of New Zealand, Mr. G. W. Forbes, arrived at Ottawa today on his way to England to attend the Imperial Conference. Ho was met by I lie Prime Minister of Canada, Mr. R. B. Bennett, and several members of the Cabinet. He is a guest of Viscount Willingdon, the Governor-General, at Government House. Mr. Forbes said ho had accepted an invitation from tho Canadian Government to enter into conversations with a viewto tho arrangement of a new trade agreement. Referring to the new tariff proposals, he said: — " A duty of 8 cents a pound on New Zealand butter will lio prohibitive, in so far as exportation to Canada is concerned. I hope an arrangement will bo reached whereby some adjustment may be achieved, but considering that the duty was imposed just as wo arrived at Ottawa the situation does not look too hopeful. " However, New Zealand is prepared to discuss matters. Her policy is to encourage trade with the. nations which trade with. her. If those nations say they do not value New Zealand's business, then New Zealand will have to look elsewhere, nntablv to the Lnited Kingdom. " If prohibitive duties are imposed on imports from New Zealand," continued Mr. Forbes, "obviously such one-sided trade could not continue. New Zealand has to export her produco in order lo pay for her imports. Twenty per cent, of our exported butter is sold to Canada. " In regard to the decision of the New Zealand Government to withdraw tho preference extended to Canadian motorvehicles, Mr. Forbes said the Canadian manufacturers still had 15 per cent, preference over those of the Lnited States."
