DECISION TO TERMINATE. TROOPS LEAVE IN THREE MONTHS GENEVA. Sept. 12. Tho Council of tho League of .Nations to-day passed a resolution agreeing to the withdrawal of tho forces protecting the railways in the Saar territory and the abolition of the railways committee within three months. Dr. Curtius (Germany) expressed his satisfaction at the solution of the matter. The Assembly of tho Leaguo was most gratified by the Council's decision. The evacuation of the Saar is regarded as a definite achievement toward a complete settlement of the situation, which is second only to that of the occupation of tho Rhirieland in the bitterness created in Germany.
