"That tho Birkenhead Borough Council hereby resolve to make application to tho Local Government Loans Board for its sanction to the borrowing, without submitting the proposal to a poll of ratepayers, of tho sum of £3500 for footpath construction in tho Borough, tho said work being for tho purpose of relieving unemployment. Tho conditions under which the Loan shall bo raised nre »s follows: 1. The Term of the Loan shall bo 30 years, or such other term' as the Local Government Loans Board shall direct. 2. Tho rate of interest Bhall not exceed six per centum. 8. A sinking fund of not less than One Tound Ten Shillings per contum shall bo provided. 4. Tho security for tho loan shall bo a Tate of 3-lfitli of a penny in tho £. on tho unimproved value of nil rateable property in tho Borough of Birkenhead."
