Tho delegates to the Inter-Parlia-mentary Unions' Conference were welcomed to-day by the Duke of Sutherland, president of Iho British section of the organisation, in the Royal Gallery of the House of Lords. The Secretary of State for Foreign Affairs, Mr. Arthur Henderson, stated in the House of Commons that all the countries invited by the Government of the United Slates to take part in the Briand Kellogg Treaty for the renunciation of war had now done so with the exception of Argentina, Brazil, Colombia, Ecuador, San Salvador and Uruguay.
