AVOIDANCE OF WAR.
NEED FOR CO-OPERATION. PACIFICATION OF WORLD. LONDON, July lfi. Tho delegates to the Inter-Parlia-mentary Unions' Conference were welcomed to-day by the Duke of Sutherland, president of Iho British section of the organisation, in the Royal Gallery of the House of Lords. He urged the importance of international co-operation and said:— " Another great war will kick us all into an abyss whence we may not return to seek peace." Viscount Cecil said the negotiations at tho recent Naval Conference had been conducted too ' much in a war atmosphere. If the Continent of Europe were as peaceful as North America it, would bo a long step toward tlie pacification of the world. The Secretary of State for Foreign Affairs, Mr. Arthur Henderson, stated in the House of Commons that all the countries invited by the Government of the United Slates to take part in the Briand Kellogg Treaty for the renunciation of war had now done so with the exception of Argentina, Brazil, Colombia, Ecuador, San Salvador and Uruguay. There were bl signatories of the treaty.
