ROME, July 17. lhe Vatican has been painfully impressed by the British White Paper concerning Malta in which the Holy See is described as a foreign Power. Osservatoro Romano, the official organ of tho Vatican, flatly contradicts that description. ft says that wherever there are Roman Catholics and tho Roman Catholic faith the Pope is not a foreigner in respect to anybody. On the contrary, ho is their spiritual fellow-citizen. The paper adds: Tho Pope is the spiritual sovereign over all Roman Catholics because he is the Vicar of Christ and Christ, wherever his faith and civilisation are found, is not a foreign Power.
