Osservatoro Romano, the official organ of tho Vatican, flatly contradicts that description. ft says that wherever there are Roman Catholics and tho Roman Catholic faith the Pope is not a foreigner in respect to anybody. On the contrary, ho is their spiritual fellow-citizen. The paper adds: Tho Pope is the spiritual sovereign over all Roman Catholics because he is the Vicar of Christ and Christ, wherever his faith and civilisation are found, is not a foreign Power.
