COAL BILL DEADLOCK.
MINERS AND GOVERNMENT. EFFORT TO AVERT CRISIS. (Ucceived July IT, 9.55 p.m.) LONDON, July 16. The general secretary of the Miners' Federal ion, .Mr. A. ,J. Cook, conferred with the Scent ary of the Hoard or Trade, Mr. \V. Graham. Afterwards ho announced tli.it in order to avert a crisis arid keep tin; Coal Mines Hill alive, the federation had accepted the Government's proposal that no spread-over scheme, as embodied in tho House of Lords' amendment, should become operative in any district without a decision by the Mining Association and Miners' Federation on a national basis.
