INDUSTRIES AND COMMERCE. MANUFACTURERS' DIFFICULTIES. [BY TELEGRAPH. —OWN CORRESPONDENT.] WELLINGTON, Thursday Refercnco to the difficulties that manufacturers were experiencing through constant changos in the portfolio of Minister of Industries and Cominerco was made by tho retiring president of tho New Zealand Manufacturers' Federation, Mr. F. Campbell, to-day. It had, said Mr. Campbell, been a groat disappointment to thorn all that tho commission which was to investigate Now Zealand industries did not proceed. It seemed as if the portfolio of Industries and Commerce was one which nobody wantnl, and that it was the Cinderella of iho Cabinet. In six or seven months they ,iad had three Ministers, and no department could progress under those conditio'.*. Tho nui. ufac.nrcrs would watch (he Imperial C;'f '• co in London with special interest, as economic questions affecting tho whole Empire would be exhaustively considered It was important that thev should know where New Zealand stood on this question, vet it had not been discussed by those who should be discussing it. Mr. Campbell expressed appreciation of tho help received from the Hon. J. G. Cobbo during the short period he was Minister of Industries and Commerce, and of tho help given by Sir Joseph Ward and Sir Charles Fergusson, who nt all times showed his sympathy with the New Zealand manufacturers.

" Why have we had this complete reshuffle in Ministerial portfolios during the past few weeks?" asked Mr. G. H. Chapman (Labour —Wellington North), with declamatory emphasis in tho House this evening. " Von ought to know," said a Reform member facetiously. " A general post," suggested another Reformer. Mr. Chapman- Wo have had a change in the portfolios of Railways, Public Works, Labour. Lands and tlie Govern merit printing office Have these changes .been made to lei certain Ministers escape' from the embarrassments of their policies? Is the House to be tricked, or is there a good excuse for tho change-?' People who have business with the Ministry find they* have to start all over again will", new Ministers, and there is no guarantee that there will not be another reshuffle in a few months.
