Moses and J. T. Robinsion, members <if tha Foreign Relations Committee of the Senate, who are the chief opponents of thti London Naval Treaty, have published a voluminous minority report assailing it as " unfair and unjust." The report protests against what Mr. Moses calls the " indecent haste" with which the Dnitfid States Government is seeking the ratification o!i the trea,ty. A long list of objections is summed up in thu phrase: "It is a. billion dollar troaty for the purchase oi: navil inferiority." s
