SPAIN APPROVES CONDITIONALLY

LONDON, Juno 29

Spain is tho first nation to reply to the memorandum issued by the French Foreign Minister, M. Briand, on May 20 suggesting a United States of Europo. Tho Spanish Government expresses complete approval of tho plan arid accepts the invitation to send representatives to Geneva to discuss it. Its principal reservation concerns Spain's relations with Latin-America.

The Government emphasises the necessity , for full liberty of action in regard to any proposal likely to affect Spain's bonds with Latin-Americans arising from their common origin and culture.
