UNCHANGING HATS.
WEST END "TOPPERS." " Toppers l ." exclaimed a hat specialist' in London recently, "why, they are tha most conservative of all wearing apparel. They never change." Ho produced a magnificent model and put it on his head at the correct angle. _ " I myself invented this one 18 years ago," the hatter proudly announced. "It still remains the most popular shape of the day." He explained that the hat was • known as a " quarter-hell;" that is to ; say, it curved a quarter of an inch inward. It had a 2in. brim and measured just under 6in. from brim to crown. f "Of course," the expert proceeded, " there are other shapes. There is tfc* hat, in the style of the invex-W fZmrtpot, which is favoured by many Jews and Hats like that may be . pSfMw ini Aldgate, but in the West End, : never!"
