LONDON, June 16. Delegates from 40 countries aro attending the International Loadline Conferenco. They are sitting in camera, but it is understood that they aro considering a proposal that tho winter loadlino should be on the 35th parallel, at Albany. If this lino is adopted it will place Tasmania and tho wholo of New Zealand south of Whangarei Harbour in tho winter loadlino zone.
