POSITION OF STALIN. REPORTS OF RESIGNATION. LONDON. March 20. Reports from Berlin and Riga state that Stalin is on the eve of resigning his , posit ion as general secretary of the Communist Executive, owing to the young Communists' resentment at his failure to carry out vigorously the campaign against the peasants. - An official Tass Agency message from Moscow, however, dismisses the story as ridiculous.
