AN IMPROVEMENT NOTED.. (Received February 20. 11.5 p.m.), V LONDON, Feb. 20. There are no mis-' givings concerning the ability of thj Aus-~ tralian States to meet their obligationsmaturing in the next few years. The Telegraph goes on to give details, of Australian stocks likely to appeal;- to those wko are looking out for reasonably assured capital appreciation which are not liable to income tax.
