UPPER HOUSE REFORM.

MOTION FOR REFERENDUM. GOVERNMENT'S NARROW ESCAPE. SYDNEY, Feb. 14. The New South Wales Legislative Assembly in committee last evening agreed to a referendum being taken on May 3 on the reform of the Legislative Council. Labour members sought to have the referendum put off until the general election at the end of the year. They contended that this would save a considerable sum of money.

The Premier, Mr. T. R. Bavin,, however, said ho was afraid Labour might then be returned and an attempt would bo made to abolish the Upper House altogether, as was tried some years ago by Mr. J. T. Lang. In the division last evening the Government was victorious only by means of the casting vote of the chairman of committee.
