MANCHURIAN DISPUTE.
SEQUEL TO PROTOCOL.
NANKING ENVOYS PUNISHED

SHANGHAI, Feb. 13. Tho Nationalist Government has punished the envoys who negotiated the Habarovsk protocol with Russia, as a preliminary to a settlement of the Chinese Eastern Railway dispute, because they went outside the scopo of their authority and of their instructions.
The Government is sending a delegate to Moscow for formal discussions, as the Soviet retains its military forces along the Manchurian border. However, it is feared that tho success of the conference is doubtful.
