LONDON, Dec. 17

The Madrid correspondent of the Times states that tho Spanish Government's official organ La Nacion publishes an announcement by the Primo Ministei, General Primo de Rivera, in which he foreshadows an early return to constitutional government. He says there will be no abrupt change in the situation. The dictatorship will not disappear suddenly, but quietly, perhaps next year, leaving Spain's future ensured.
