(Received November 24, 5.25 p.m.) LONDON, Nov. 23. " The control of the seas is now an impossible dream," said Mr. F. B. Kellogg, at a Pilgrims' dinner in London. " World security is obtainable only by mutual consideration, confidence, and the advancement of pacific settlements of disputes. There is perfect safety in a reduction of armaments."
