TERMS OF REFERENCE

The Colonial Office anouncos that the therms of reference of tho West Indian Sugar Commission, tho appointment of which has already been announced, are as follows:—
To inquire into:—l'irst: The-causes of tho present depression, and tho question of how far they are temporary or permanent, and the general outlook for the industry.
Secondly: To examine tho measures by means of research, improvements in cultivation, better organisation of production, transport, manufacture and marketing, or otherwise, which tho commission considers aro required in order to placo the industry in tho best possible position for the future, and tho means by which such measures could bo financed and brought into effect. Thirdly: To investigate any measures which may bo desirable for temporary assistance to tho industry, for tho provision of other employment, or for the relief of distress.
Fourthly: To consider the advisability and the feasibility of replacing sugar by alternative crops in any particular areas and the measures incidental thereto, including any schemes of migration of labourers or land settlement.
