BORAH ATTACKS THE BILL.
SURPRISE FOR THE SENATE.

In the Senate to-day Mr. W. E. Borah, chairman of tho Foreign Relations Committee, attacked tho Republicans' Tariff Bill. He said it offered insufficient protection to tho farmers and unnecessary protection to manufacturers. Mr. Borah's speech was begun without notice being given in advance and has attracted attention as coming from one of tho leaders of the Republican Independent group which appears to hold the balance of power in tho tariff contest.
