UNEMPLOYMENT INSURANCE.
Sir, —Mr. Guiniven concedes that unemployment insurance is merely a palliative, but it is doubtful if it is even that. Instead, however, of manning the pumps it would be better to go down below and stop up the leaks. Political nostrums are apt to indefinitely postpone better measures, and while we are pumping, the water may gain in the hold, and endanger the very existence of the ship. The remedy for unemployment is "equal rights to natural opportunities—land," aud may be applied without any "upheaval" (if that means violence), just as soon as a majority of the people so desire. This remedy, so far from eliminating, would promote private enterprise. Your correspondent says that "confiscation" has been ruled out of court in New Zealand. I deny this, and assert that the earnings of labour are constantly being confiscated, not only in this Dominion, but in all civilised communities. You can banish unemployment only by a system which will effectually stop all confiscation. C.H.N.
