ELECTORAL REFORM.

INQUIRY TO BE HELD. BOARD'S TERMS OF REFERENCE. Australian and N.Z. Press Association. LONDON, July 18. The Prime Minister, Mr. Mac Donald, has submitted to Mr. Baldwin and Mr. Lloyd George, Leaders of the Opposition Parties, the proposed terms of reference for a Board of Inquiry to deal with electoral reform. The Daily Telegraph says it understands that the subjects for investigation proposed are:— (1) The abolition or retention of tho present limited system of plural voting. (2) Methods of voting, including the alternative vote, tho second ballot and proportional, representation. (3) Tho uso made of party funds for tho purposes of election campaigns. The inquiry is tho direct outcome of the election. Tho Liberals protested against their under-representation according to tho votes cast, and tho Labour Party complained of the lavish expenditure of tho other parties from their respective headquarters, as distinct from tho candidates' own expensos. Mr. Lloyd George practically made Liberal support of the Labour Party conditional upon that party embarking upon a schemo of electoral reform. Mr. MacDonald agreed, but intends to extend tho inquiry into the matter of party expenditures.
