RUSSIANS AND JAPANESE. STATE OF ACUTE TENSION. Times Cable. LONDON, March G. Tho dispute between Japan and Russia about fishing rights in the Par East has become more acute, according to a message from Moscow. The Japanese Government is preparing a Note protesting against the Soviet's attitude, particularly its refusal to consider the ultimatum Japan presented in connection with the leases of new fishing grounds off Kamchatka.
