RESERVATIONS BY AMERICA.
MISSION TO WORLD POWERS
\ustralian Press Association—United Service. WASHINGTON. Feb. 7. Tho former Secretary of State, Mr. Elihu Root, who is an authority on international law, will undertake an unofficial diplomatic mission seeking an understanding among tho world Powers on America's reservation in regard to the Ilaguo World Court. One important reservation would deny the right of tho Court to render an advisory opinion involving tho United States without tho previous consent of the States to the consideration of a case.
Sonio international lawyers believo tho Court already is bound to render no advisory opinion without the unanimous consent of the Council of tho League of Nations. In that caso all other nations bavo the right asked by the United States with regard to advisory opinions.
It is believed that if the reservation regarding advisory opinions is accepted tho biggest stumbling block to the adherence of the United States to tho Court will be removed.
