REBELS IN KABUL.
TRIBESMEN MEET MINISTER. SANCTITY TO BE RESPECTED. Australian and N.Z. Press Association. (Received December 23. 5.5 p.m.) DELHI, Dec. 22. Further messages have been received from Kabul regarding the parley between the rebels and the British Minister, Sir Francis Humphry's. These say that on the night of December 14 1000 rebel tribesmen, who in the afternoon had seized tho Baghi Bala fort, surrounded the British Legation, which is two miles from the city. The Afghan guard fled. The Minister closed the gates, through which he addressed tho rebels, who included the brigand leader Bachasakao, and he warned them to respect the sanctity of the legation. The rebel leaders (hereupon announced that they would not harm the legation, their quarrel being with tho Afghan Government.
