THE PRISON SYSTEM.
CHANGE FFIOM OLD DAYS. Dealing with the prison system in New Zealand in an address at Hamilton this week the Controller-General of Prisons, Mr. B. L. Dallard, said the earliest record of a prison that he could trace was in 183)3, in the historic village of Kororareka, iai the Bay of Islands, which had a population of about 1000 white people. A Kororareka Association was formed, which administered justice in a rough and ready way, but in quito an effective fashion, and it was recorded that an old sea chest served as prison house. As the colony developed local gaols were established. Some criminals were detained in military barracks and others in hulks. The last prison hulk, at Otago Heads, was not abolished until about 40 years ago.
