A message from Shanghai says tho negotiations between China and Japan for a settlement of outstanding questions between the two countries,. which have been proceeding at Nanking intermittently for the past month, are believed to havo definitely broken down. This has been caused by China's insistenco upon the evacuation by the Jnpaneso of Shantung, anrl Japan's refusal to agree. Mr. Yada, Japanese Consul-General at Shanghai, who has been representing Japan, lias telegraphed to his Government asking for specific instructions about tho Shantung question. The answer bo received from Tokio brought about the deadlock. Dr. Wang, tho Chinese representative at tho conference, terminated tho negotiations. A despatch from Tokio says that as a bolt from tho blue a sudden discussion of the possibilities of a revival of the Anglo-Japancso alliance is occupying the newspapers there. Tho desire for closer co-operation with Britain is admitted, as it is realised in Japan that the time has arrived for concerted action on tho part of tho interested Powers in their dealings with China. These views are supported by leaders of business, who propose to send delegations to Hongkong and Singapore to consult tho British mercantile communities there.
