ALLOTMENT OF PORTFOLIOS sir w. Mcpherson leads. SHORT -RULE, ANTICIPATED.; MELBOURNE. Nov. 22. The Leader of . the Nationalist Party has formed a new Cabinet for Victoria. The portfolios have been distributed as follows: Frcmicr and Treasurer. —Sir' William MePherson. Chief Secretary and Health.—Dr. S. S. Argyle. Attorney-General.—Mr. Macfarlane. Lands and Water Supply.—Mr. H. Angus. Agriculture and Migration.—Mr. J. W. Pennington. Railways, Electricity, and Labour.— Mr. 1\ Groves. Works. —Mr. A. E. Chandler, M.L.C. Education. —Mr. it. L. Cohen, M.L.C. Honorary Ministers.—Messrs. 51. McGregor, M.L.C., Menzies F. Morley, and It. M. Cuthbertson. Although the new Premier is assured of the support of all the non-Labour parties, the belief is general that his Ministry will be a short-lived one.
