•Sir.—l have read some letters written by ratepayers of One Tree Hill complaining of some of their members deferring the proposition of forming a borough for that district. lam not a ratepayer, nor a resident, but 1 would like to give them a little advice " gratis," viz., keep out of a borough as long as you possibly can. Your £IOOO that you seem so anxious to secure Mould be a very small amount in comparison to the extra expenses you would be called upon to meet. I have had a very great experience as a borough councillor, and also as a road board member, and should know a little about it. Another great evil would be the household voto and the possibility of non-rate-payers becoming councillors. A voto of ratepayers would probably have saved Epsom from joining the city and having to pay double, and, in some cases, even more. I suggested at <n«- time that Epsom and One Trco Hill should amalgamate and form an extended road board. If that had boon done it would have made a good reduction in rates, which aro very oppressive at the present time. I have always considered One Tree Hill quite a model, well-managed by some of the best men in (lie district. That would all pass away when it was farmed into a borough. lirsoM.
