The British Foreign Secretary, Sir Austen Chamberlain, in a message to the people of Canada, urges them to showthat they arc willing (o share tho responsibilities which, in the earlier stages of Imperial development, Britain bore alone. lie says this is an obligation which Canada and the other Dominions should be ready to meet for the sake of their development in tho British commonwealth of nations.

" There is room in our commonwealth for the fullest development of Canadian nationality," says Sir Austen. "We welcome your co-operation in all fields, but now that you claim, and rightly claim, a place in the field of foreign affairs, you must study them. Yon must take an interest in them which will mako your newspapers afford you all the information necessary to enable you to form your judgment. " We shall welcome your assistance, your advice and even your criticism. Let it not be criticism only after the event, but a real partnership in forming decisions."
