MENTAL DEFECTIVES.

EUGENICS SOCIETY'S BILL. United Service. LONDON. Oct. 2G. It is understood that the Eugenics Society has drafted, for presentation to Parliament, a bill to empower the sterilisation of mental defectives at the instance, of the local authority under the Mental Deficiency Act. The measure proposes that this action shall bo subject to the approval of the Minister of Health, the Board of Control for Defectives, and the parent, the consent of the parent to be dispensable where the defective is legally certified. Sir William Arbuthnot Lane, an eminent surgeon, says almost all the members of the medical profession and the majority of thinking people will support, the bill. Sterilisation, lie says, is the only cure for a serious evil. The continuance of fain- ■ f i 'T,, nicuta l defectives is utterly uui justifiable.
