SHORTAGE IN SUPPLIES. CARD SYSTEM IN VOGUE. T iinos Cubic. 1jO!N. Oct. 10. The Riga correspondent of the Times says the Soviet's executive bureau has introduced the card system in Moscow for important foodstuffs. Supplies of various staple products will bo restricted by cards.
This system already exists i,n many towns. *Vhe price ot bread (lour and grain has risen enormously. There is a serious scarcity of buckwheat, which is an important food item.
